Trump to announce plan to stop cash flow to Cuban military

Saying that the aim was to fix what Trump has called a "bad deal" struck by Obama with Havana, one USA official said the new administration would leave the door open to improved relations if Cuba undertakes democratic reforms such as allowing free and fair elections and the release of political prisoners.

The senior White House officials said Trump would direct executive branch agencies to ratchet up enforcement of this banned tourism through regulations. "And so I think this is an effort to remove what the president has called a very, very bad deal".

Trump will justify his partial reversal of Obama's measures to a large extent on human rights grounds.

Obama eliminated the tour requirement, allowing tens of thousands of Americans to book solo trips and spend their money with individual bed-and-breakfast owners, restaurants and taxi drivers.

"Trump's anticipated plans to roll back President Obama's rapprochements with Cuba to appease the shrinking hard-liners in the Cuban-American community, would completely undermine the now accelerated movement toward democracy in Cuba, which has been fueled by greater cultural exchange and access to uncensored information through enhanced internet availability", Godinez said.

Cuba experts have said they expect tough anti-regime rhetoric from the president, but not a complete rollback of Obama policies that ended more than 50 years of USA attempts to isolate Cuba, ushering in sweeping changes that that allowed increased travel, business and communication links and restored diplomatic relations.

Since then, travel to Cuba has steadily increased as Cuban-Americans and others who travel to Cuba. Some of the details of the changes were released Thursday.

The expected directive Friday instructs the Treasury and Commerce Departments to establish new rules within three months.

The administration wants "to see commercial interaction with Cuba". Americans will also still be allowed to bring back unlimited amounts of Cuban products - including rum and cigars - for personal use.

"Cuba has failed to improve its own human rights record, political opponents continue to be imprisoned, dissidents continue to be jailed, women continue to be harassed", he said. The Trump administration says the goal of the directive is to end business practices that enrich Havana's government but fail to benefit the Cuban people.

Rubio also sits on the Senate Intelligence Committee investigating the Trump campaign's possible collusion with Russian Federation in the 2016 presidential election.

"This policy was clearly written by people who have never been to Cuba, at least not in this century", Williams told Bloomberg.

Trump had previously said he supported restoring diplomatic relations but wished the USA had negotiated a better deal. The venue, a former church, is named after one of the leaders of the Brigade 2506 Bay of Pigs veterans whose group endorsed Trump last October.
