Indian PM Modi to visit Russian Federation for informal summit with Putin

This is in line with the new template framed last month, when Modi had travelled to Wuhan to meet Chinese President Xi Jinping on April 28.

Prime Minister Narendra Modi will visit Russian Federation on 21st of this month for an informal Summit with President Vladimir Putin in Sochi city.

The Modi-Putin summit is surprising in another respect - Modi will be meeting Putin at the SCO summit in Qingdao in early June, and Putin is expected to visit India for the annual India-Russia summit also in the next few months.

President Putin's invitation will be an important occasion for both leaders to exchange about global issues in a long-term and broad perspective, with the main goal of strengthening even more the special and privileged strategic partnership, the Foreign Ministry stressed in a statement.

Prime Minister Narendra Modi will become the first head of state to travel to Russian Federation since President Vladimir Putin took the oath of office for a fourth term last week.

Modi's second "informal summit" will be shorter - for just a day. Foreign secretary Vijay Gokhale also accompanied Doval during his visit on May 10.

However, there had been a perception among observers that the relationship had been drifting, with India apparently moving closer to the U.S. administration under Donald Trump.

Informal summits are in - or so it would seem. "Instead, the focus" will be on discussions on the "big picture" globally, according to observers.

India's deep military and strategic ties with Russian Federation date back to the beginning of the Cold War even as New Delhi led a movement of "non-aligned" countries that declared their tilt with neither Washington nor Moscow.

Raghavan felt that the ongoing developments around the world required both countries to "affirm a mutual commitment" beyond the confines of a formal summit. Ever since the Trump administration made a decision to withdraw from the nuclear deal, alleging that Tehran is not fulfilling its commitments, the global community has been working overtime to salvage the deal. With Russia still being a major defence supplier, a recent USA law could impose sanctions on India if it goes ahead with significant purchases from Russia, for example the S-400 Triumf air defense system.

Indian officials have already conveyed to United States that defence purchases from Russian Federation were essential to maintain military preparedness and were not targeting Washington. Last week, Israeli Prime Minister Benjamin Netanyahu was in the Kremlin.
